I can tell you this. If they do stiff, all these guys and the board of directors are in trouble, and action handed down from the government will be the least of their worries. Maybe Neteller doesnt understand this, but there are some very powerful people that used Neteller and I imagine these organazations already have a list of phone numbers and addresses of everyone at the top of this organization. I wouldn't want to be looking over my shoulder the rest of my life.
